Senior Non-Key Expert – Digital Connectivity Study for Agriculture

About the role

NTU International is seeking three Senior Non-Key Experts to support the Digital Connectivity Study for Agriculture under the PRIDA II initiative. The experts will work from the African Union Commission premises in Addis Ababa, with most days performed remotely, to assess and promote sustainable digital connectivity across all African regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education across AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and develop sustainable financing and service‑delivery models, including pricing and discount‑rate methodologies.
• Design policy and implementation strategies to promote sustainable digital connectivity, defining stakeholder roles and aligning with AU and national frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum eight (8) years of experience in connectivity market development, preferably in developing or emerging economies.
• Proven experience in conducting sectoral studies, policy analysis and developing strategic recommendations.
