Senior Road Asset Management Expert

About the role

NTU International is looking for a Senior Road Asset Management Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will help design, implement and strengthen climate‑resilient road asset management systems and maintenance planning frameworks across the ECOWAS region.

Key responsibilities

• Develop and reinforce road asset management systems and maintenance planning frameworks for regional corridors and national networks.
• Provide technical assistance on lifecycle asset management, maintenance prioritisation and infrastructure performance monitoring.
• Support the implementation of Road Management Systems (RMS) and related digital tools.
• Conduct technical assessments of road conditions and maintenance needs.
• Harmonise road and bridge design, maintenance and asset‑management standards across ECOWAS member states.
• Integrate climate‑resilient and environmentally sustainable practices into asset management.
• Prepare maintenance strategies, asset inventories and investment planning tools.
• Coordinate with ECOWAS institutions, national road agencies and development partners.
• Deliver workshops, training sessions and capacity‑building activities.
• Contribute to monitoring, reporting and analytical outputs on infrastructure performance.

Required profile

• Master’s degree in civil engineering, transport infrastructure, pavement engineering or a related field.
• Minimum 10 years of professional experience in road infrastructure management, road maintenance or transport engineering.
• At least 7 years of experience with road asset management systems, maintenance planning or related tools.
• Proven experience in international development cooperation and donor‑funded programmes, preferably in Sub‑Saharan Africa.
