About the role
The Monitoring, Evaluation & Research Specialist will join the core team of the EU‑funded Higher Education System Strengthening Project II in Mogadishu. The role focuses on building the capacity of Somalia’s higher education system through robust monitoring, evaluation and research activities.
Key responsibilities
- Design, implement and maintain M&E frameworks for the project’s development interventions.
- Conduct baseline studies, surveys and evaluations within the education sector.
- Collect, analyse and interpret quantitative and qualitative data using statistical software.
- Prepare evidence‑based reports and recommendations for donors, ensuring compliance with EU reporting standards.
- Support results‑based management and logical‑framework processes throughout the project lifecycle.
Required profile
- Master’s degree in statistics, economics, development studies, social sciences or a related field.
- Minimum five years of experience designing and applying M&E frameworks for development programmes.
- Proven experience in the education sector and familiarity with EU or similar donor reporting requirements.
- Ability to produce clear, data‑driven recommendations for stakeholders.
Required skills
- Proficiency with statistical software such as SPSS, Stata and R.
- Strong knowledge of quantitative and qualitative research methods.
- Training in results‑based management and logical‑framework approaches.
