Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on structuring, financing and mobilising investment for regional transport infrastructure and corridor projects across West Africa.

Key responsibilities

• Provide technical advice on public‑private partnerships (PPPs), blended‑finance mechanisms and infrastructure investment models.
• Conduct financial, economic and commercial analyses for transport projects and prepare bankable investment proposals.
• Develop financing strategies for international financial institutions, development partners and private investors.
• Advise ECOWAS institutions and national stakeholders on risk allocation, private‑sector participation and climate‑finance opportunities.
• Support the preparation and review of financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector partners.
• Deliver workshops, technical assistance and capacity‑building activities on PPPs, blended finance and project finance.
• Contribute to monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• Minimum 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring or blended finance.
• At least 7 years of experience specifically in PPPs, project finance or blended‑finance advisory.
• Proven experience on infrastructure or transport projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience working with international development cooperation and donor‑funded programmes.
