Resources Management Officer (RMO) – Expression of Interest

About the role

The Resources Management Officer (RMO) will supervise and manage budgetary, financial, human‑resources and administrative functions of the Country Office, ensuring compliance with IOM policies and donor agreements.

Key responsibilities

• Monitor and oversee financial management for all country‑office activities, including expenditure, cash‑flow forecasting and compliance with donor agreements.
• Prepare programme and budget reports, review monthly accounts and analyse variances to prevent deficits.
• Provide technical support to project managers on finance, administration and human‑resources matters, ensuring internal controls and fraud prevention.
• Manage the Human Resources function, recruitment, personnel administration and resolve sensitive HR cases in consultation with senior management.
• Oversee supply‑chain services, contracts, fleet management and premises maintenance, coordinating with Legal Affairs and Global Procurement.
• Supervise ICT staff and ensure compliance with IOM standards; act as Officer‑in‑Charge in the absence of the Country Manager.

Required profile

• Master’s degree in Finance, Accounting, Business Administration or related field with at least five years of relevant professional experience (or university degree with seven years).
• Professional certification such as CA, CPA, CIMA or ACCA is an advantage.
• Experience in financial and human‑resources management at the international level, including coordination with UN bodies and external auditors.
• Demonstrated ability to develop and implement administrative control procedures and to use corporate IT systems.

Required skills

• Advanced knowledge of Microsoft Excel.
• Familiarity with International Public Sector Accounting Standards (IPSAS).
• Knowledge of Oracle financial systems (highly desirable).
