Senior Governance & Institutional Development Expert

About the role

The project aims to strengthen the capacity of Somalia's higher education system for better coordination, regulation, and sustainability. As a Senior Governance & Institutional Development Expert, you will support the core team in designing and implementing governance reforms across federal, Puntland, and Somaliland regions.

Key responsibilities

• Strengthen governance and organisational capacity in public and higher‑education institutions.
• Design, reform, and institutionalise governance structures such as commissions and councils.
• Engage political stakeholders to build consensus around institutional reforms.
• Facilitate strategic planning, sustainability, and change‑management processes tailored to regional contexts.

Required profile

• Degree in public administration, organisational development, higher‑education management or a related discipline.
• Training in institutional governance and organisational change management.
• Knowledge of Somali political and administrative structures.
• Minimum 10 years of experience strengthening governance and organisational capacity in public institutions or higher‑education settings.
• Proven track record of designing or reforming governance structures.
• Experience working with political stakeholders to achieve consensus.
