Technical Proposal Manager

About the role

We are looking for a Technical Proposal Manager to lead the preparation and submission of tender documents for large‑scale, turnkey industrial projects. The role involves analysing technical and commercial specifications, managing cost estimates and coordinating with internal departments to ensure compliant and competitive bids.

Key responsibilities

• Review and assess administrative and technical specifications, highlighting cost drivers, risks and benefits for senior management.
• Validate the accuracy of tender documents, cost estimates, quantity surveys and unit‑price analyses.
• Prepare budgets and final tender packages and present them to senior leadership.
• Coordinate closely with Planning, Procurement, Finance and other units during tender preparation.
• Conduct strategic analysis of supplier and subcontractor offers, approve large‑scale procurement budgets.
• Maintain relationships with employers, public administrations and official institutions.
• Monitor public and private sector tenders, define participation strategies and organise internal response teams.
• Oversee the end‑to‑end workflow of the tender department, ensuring full compliance with legal and regulatory requirements.
• Stay up‑to‑date with changes in tender legislation and integrate them into company procedures.

Required profile

• Fluent in French and English.
• Graduate in Civil, Mechanical or Industrial Engineering.
• Minimum 5 years of experience in construction and mechanical tendering for large industrial projects.
• Strong knowledge of Algerian tender legislation, contract law and risk management.
• Proven leadership, analytical thinking and team‑management abilities.
• Willingness to travel domestically and internationally without restriction.

Required skills

• Advanced proficiency in Microsoft Excel.
• Strong command of MS Office suite.
