National Monitoring and Evaluation Officer

About the role

The International Organization for Migration (IOM) is looking for a National Monitoring and Evaluation Officer. The post works under the overall supervision of the Chief of Mission and in direct supervision of the Project Development and Reporting Officer, coordinating with the Regional Monitoring and Evaluation and Risk Management Officer and relevant Headquarters units. The officer supports all aspects of project, programme and strategy monitoring and evaluation (M&E) and reporting requirements.

Key responsibilities

• Assist in collecting, maintaining and analysing data for M&E activities, and file and compile reports for projects, programmes and strategies in line with donor/UNCT and IOM reporting requirements.
• Help design, comment on and implement special assessments, surveys and operational research, and take part in monitoring and reporting exercises.
• Monitor report endorsement procedures, liaise with donor/UNCT monitoring teams, and flag data quality or compliance issues.
• Conduct preliminary analysis of monitoring findings and draft inputs for internal guidance on feedback mechanisms and accountability.
• Track project indicators, including IOM Strategic Results Framework indicators, and support field monitoring missions.
• Provide administrative backstopping for the Project/Programme Manager and prepare inputs for project development in line with IOM standards and M&E and RBM policies.
• Stay up to date with IOM's Evaluation, Monitoring and Results-based Management (RBM) functions and frameworks such as the SRF, IQ and PRIMA.

Required profile

• Master's degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field, or a university degree in these fields with two years of relevant experience.
• Significant experience in M&E and reporting aligned with donor/UN requirements, and with IOM/UN rules and procedures.
• Experience with project development and donor liaison.
• Fluency in English and French (oral and written); working knowledge of Arabic is desirable.
