Resources Management Officer (RMO) – Finance & Operations

About the role

The Resources Management Officer (RMO) provides financial oversight and treasury support for the International Organization for Migration’s Country Office. Reporting to the Chief of Mission and collaborating with the Regional Director for the Middle East and North Africa, the RMO ensures that funds are managed in line with donor agreements and IOM policies.

Key responsibilities

• Monitor and oversee financial management for all Country Office activities, reviewing expenditures and ensuring accountability.
• Forecast cash flows and manage treasury functions for the Country Office and its Sub‑Offices.
• Validate receipt and disbursement of donor funds in accordance with agreements.
• Prepare financial reviews, control budgets, and analyse variances between budgeted and actual expenditures.
• Assist in annual budget preparation and support budgeting for new projects and programmes.
• Maintain and strengthen internal controls to safeguard assets, prevent fraud, and ensure proper cash handling.
• Review payroll allocations against budgets and ensure salaries are correctly assigned to projects.
• Draft project and donor financial reports following IOM regulations and procedures.
• Participate in reviewing and improving existing financial systems and procedures.

Required profile

• Works under the direct supervision of the Chief of Mission.
• Coordinates with the Regional Director for MENA and receives technical guidance from the Deputy Regional Director (Management).
